The city of New Bern is centrally located and is the county seat of Craven County.

In 1896, the Council of Burgess of Bern, Switzerland presented the armorial bearings
and colors of Bern, Switzerland, to the
City of New Bern symbolizing the strong bond
of friendship between two cities.  



The City of New Bern operates under a "Council-Manager" form of government,
with a Mayor. The governing body is known as the "Board of Aldermen" rather
than the "City Council".
 

The City is divided into six voting wards. The Mayor is elected at-large by all of the eligible voters of the City. Each of the six aldermen is elected by eligible voters only from the ward in which he or she resides. The Mayor and Aldermen are elected to serve for four-year terms.  The Mayor and Board of Aldermen determine the broad governmental policies to be followed, and it is the administrative responsibility of the City Manager to carry out these policies. The positions of Mayor and Aldermen are not full-time jobs.


There are approximately 360 city employees, who can be placed in one of the following categories: Administrative, Tax Collections, Treasurer, Clerk, Police, Fire, Street, Sanitation, Maintenance Garage, Cemeteries, Recreation, Parks, Planning and Community Development, Engineering, Waste/Water Treatment, Personnel and Safety, Billing and Collections, Water, Sewer and Power, Finance.

New Bern owns its own electrical distribution system, as well as deep-well water system and sanitary sewer system with both primary and secondary waste treatment.



Craven County


The population of Craven County, approximately 91,000, is becoming increasingly diverse in age, cultural background and geographic origin. A growing segment of the population consists of recent retirees from other geographic areas in pursuit
of the quality of life which is available in Craven County. Outlets for increasing leisure time abound, including numerous recreational activities and opportunities to contribute to the vitality of the civic and cultural aspects of the community.



New Bern/Craven County  Taxes

North Carolina assesses a state income tax.  Graduated income taxes range up to eight percent of net income.  The local property tax rates are $.58 (county) and $.47 (city) per $100 valuation, plus $.18 in the designated downtown area.  There is a 7.5% sales tax on all goods except staple foods, which there is a 2% tax on in North Carolina.
